COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 9:30 a.m., on
Tuesday, November 17, 2020, in Room 1028 of the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

OPENING
CEREMONIES
Father
David Vivero, All Souls Catholic Church, Sanford, gave the Invocation. Commissioner Lockhart led the Pledge of
Allegiance.
SEATING OF SEMINOLE COUNTY COMMISSIONERS
Commissioner-elect Bob Dallari, who was accompanied by, Al Dallari,
his father, came forward to be sworn in.
The Honorable Judge Donna McIntosh
administered the Oath of Office to Commissioner Bob Dallari.
Commissioner Dallari
thanked everyone for their support.

Commissioner-elect Lee Constantine,
who was accompanied by Maryann Lansing; his mother; Sarah Hardy, his executive
assistant; and Beatriz Florez, Charity Challenge
Event Director, came forward to be sworn in.
The Honorable Judge Donna McIntosh
administered the Oath of Office to Commissioner Lee Constantine.
Commissioner Constantine reflected
that they don’t get here on their own, that it takes many people
believing. He added that all of the
people who have believed in him have been so important to him over the
years. He then thanked all of his
supporters, especially his mother.

Commissioner-elect
Andria Herr, who was accompanied by Dennis Herr and Jonathan Herr, her sons, came
forward to be sworn in.
The Honorable Judge Mark Herr, her
husband, administered the Oath of Office to Commissioner Andria Herr.
Commissioner Herr thanked her family
and supporters.
REORGANIZATION OF THE BOARD
The gavel was surrendered to County
Attorney Bryant Applegate to act as temporary Chairman to the BCC. Mr. Applegate opened the floor for
nominations for the Chairman of the BCC.
Commissioner
Dallari nominated Commissioner Constantine for
Chairman of the BCC for 2021/2022.
Districts
1, 2, 3, 4, and 5 voted AYE.
Mr. Applegate passed the gavel to Commissioner Constantine who
assumed the position of Chairman.
Chairman
Constantine opened the floor to nominations for Vice Chairman, and Commissioner
Dallari nominated Commissioner Zembower
for Vice Chairman. Commissioner Zembower respectfully declined the nomination and nominated
Commissioner Lockhart for Vice Chairman.
Chairman Constantine confirmed with Commissioner Lockhart that she
accepted the nomination.
Districts
1, 2, 3, 4, and 5 voted AYE.
Chairman
Constantine announced that Commissioner Lockhart is Vice Chairman of the Board
of County Commissioners for 2021/2022.
Motion by Commissioner Lockhart, seconded
by Commissioner Dallari, to authorize Chairman Constantine,
and Vice Chairman Lockhart in the event of the Chairman’s absence, to execute all
documents including the necessary bank cards and statements.
Districts 1, 2, 3, 4, and 5 voted
AYE.

being no further business to come before the Board, the Chairman declared the
meeting adjourned at 10:11 a.m., this same date.
