held both in person and virtually, via Communications Media Technology (CMT) made
permissible pursuant to the Governor’s Executive Orders, at 7:00 p.m., on Tuesday,
September 22, 2020, in Room 1028 of the SEMINOLE

FY 2020/21
FINAL BUDGET
Proofs of
publication calling for a public hearing to consider the Seminole County FY 2020/21
Final Budget, received and filed.
Chairman Zembower,
announced the purpose of this public hearing is to hear public
comments regarding the tentatively adopted millage rates and budget; amending
the budget as desired by the Board; and adopting the final millage rates and
County budget for FY 2020/21 as required by Florida law. This budget hearing and Seminole County’s
intent to adopt the final millage rates and budget for FY 2020/21 was
advertised in the Orlando Sentinel on Thursday, September 17, 2020.
Lorie Bailey Brown, Resource
Management Director, addressed the Board and presented a PowerPoint
presentation entitled 2nd Public Hearing FY 2020/21 (received and
filed). Ms. Bailey Brown reviewed Budget
Development and then displayed the Millage Rate Summary and discussed millage
rates for the Adopted 2019/20 Budget; Final 2020/21 Budget; Rolled-Back
Property Tax Rates, which will generate the same amount of property taxes as
the prior year excluding new construction and adjustments for community
redevelopment districts; and the Percentage Change in the Proposed Millage
Rates over the Rolled-Back Millage Rates for Countywide, the Fire Services
District, and the Roads District.
Ms. Bailey Brown discussed 2020 Change in
Taxable Property Values and Property Tax Revenues. She explained the final millage rates will
generate a combined $252.7 million in FY 2020/21, including an additional $11.4
for the General Fund which will be used to offset decreases in non-ad valorem
revenue due to the economic shutdown and for Public Safety and
Transportation. Ms. Bailey Brown stated
the final budget of $ 904.3 million includes $608,000 of adjustments from the 1st
Budget Public Hearing, which are primarily due to new grant awards from the
State. Adjustments are detailed on page 45 of the Second Public Hearing booklet
(received and filed). Ms. Bailey Brown
concluded her presentation by reviewing Expenditures by Service.
With regard to public participation,
John Horvath, 1004 Bradford Drive, spoke in support. No one else spoke and public input was
closed.

by Commissioner Carey, seconded by Commissioner Lockhart, to adopt the FY 2020/21
General Countywide ad valorem tax rate of 4.8751 mills.
Commissioner Lockhart stated it is
important to clarify for the public that the millage rate of 4.8751 is the same
as last year and has not increased.
Districts 1, 2, 3, 4, and 5 voted
AYE.

by Commissioner Lockhart, seconded by Commissioner Constantine, to adopt the FY
2020/21 Unincorporated Road District MSTU ad valorem tax rate of 0.1107 mills.
Districts 1, 2, 3, 4, and 5 voted AYE.

by Commissioner Dallari, seconded by Commissioner Carey, to adopt the FY 2020/21
Fire District MSTU ad valorem tax rate of 2.7649 mills.
Districts 1, 2, 3, 4, and 5 voted AYE.

At the request of Chairman Zembower,
Ms. Bailey Brown read the established millage rates into the public record as
follows: The adopted Countywide General
Fund tax rate of 4.8751 mills represents a 5.51% increase over the rolled-back
millage rate of 4.6205 mills. The
adopted County Municipal Fire Services District property tax rate of 2.7649
mills represents a 5.35% increase over the rolled-back millage rate of 2.6245
mills. The adopted Unincorporated Road
District ad valorem tax rate of 0.1107 mills represents a 5.33% increase over
the rolled-back rate of 0.1051 mills.
The adopted “aggregate” millage rate for all BCC taxing districts is
6.9011 mills, which represents a 5.10% increase over the current year
“aggregate” rolled-back millage rate of 6.5662 mills.

Constantine, seconded by Commissioner Lockhart, to adopt appropriate Resolution
#2020-R-109, Millage Levy Resolution for FY 2020/21 inclusive of the millage
rates announced, as described in the proof of publication.
Districts 1, 2, 3, 4, and 5 voted
AYE.

by Commissioner Constantine, seconded by Commissioner Dallari, to approve
budget adjustments to the FY 2020/21 Tentative Budget totaling $608,409, as
described in the proof of publication.

AYE.

by Commissioner Lockhart, seconded by Commissioner Constantine, to adopt appropriate
Resolution #2020-R-110, Budget Resolution for FY 2020/21, as described in the
proof of publication.
Districts 1, 2, 3, 4, and 5 voted AYE.

come before the Board, the Chairman declared the meeting adjourned at 7:14
p.m., this same date.
