The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 5:30 p.m., on Tuesday, September 27, 2022, in Room 1028 of the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

PUBLIC HEARING

FY 2022/23 FINAL BUDGET

Proofs of publication calling for a public hearing to consider the Seminole County FY 2022/23 Final Budget, received and filed.

Chairman Dallari announced the purpose of this public hearing is to hear public comments regarding the tentatively adopted millage rates and budget; amending the budget as desired by the Board; and adopting the final millage rates and County budget for FY 2022/23 as required by Florida law. This budget hearing and Seminole County’s intent to adopt the final millage rates and budget for FY 2022/23 was advertised in the Orlando Sentinel on Thursday, September 22, 2022.

Lorie Bailey Brown, Resource Management Director, addressed the Board and presented a PowerPoint presentation entitled FY 2022/23 Final Public Hearing (received and filed). She stated the final millage rates will generate a combined $297.8 million in FY 2022/23, including an additional $23 million for the General Fund. Ms. Bailey Brown stated the final budget of $992,480,753 million is the same as presented at the 1st Budget Public Hearing. Details of revenues and expenditures for all funds can be found detailed on pages 22-23 of the Second Public Hearing booklet (received and filed). Ms. Bailey Brown concluded her presentation by reviewing Expenditure Budget.

With regard to public participation, John Horvarth spoke in support; no one else spoke and public input was closed.

Public Comment Forms were received and filed.

Commissioner Constantine asked what the exact percentage is of the Constitutional Officers. Tim Jecks, Budget Division Manager, addressed the Board and stated he believes it is 57% of the General Fund. Commissioner Constantine noted there are three Constitutional Officers present, and he wanted to make sure they are all in support of this budget.

Commissioner Herr submitted an email into the record from Bruce Tumin (received and filed).

Motion by Commissioner Constantine, seconded by Commissioner Lockhart, to adopt the FY 2022/23 General Countywide ad valorem tax rate of 4.8751 mills.

Districts 1, 3, 4, and 5 voted AYE.

Motion by Commissioner Lockhart, seconded by Commissioner Constantine, to adopt the FY 2022/23 Unincorporated Road District MSTU ad valorem tax rate of 0.1107 mills.

Districts 1, 3, 4, and 5 voted AYE.

Motion by Commissioner Herr, seconded by Commissioner Lockhart, to adopt the FY 2022/23 Fire District MSTU ad valorem tax rate of 2.7649 mills.

Districts 1, 3, 4, and 5 voted AYE.

At the request of Chairman Constantine, Ms. Bailey Brown read the established millage rates into the public record as follows: The adopted Countywide General Fund tax rate of 4.8751 mills represents a 10.03% increase over the rolled-back millage rate of 4.4306 mills. The adopted County Municipal Fire Services District property tax rate of 2.7649 mills represents a 9.8% increase over the rolled-back millage rate of 2.5182 mills. The adopted Unincorporated Road District ad valorem tax rate of 0.1107 mills represents a 9.71% increase over the rolled-back rate of 0.1009 mills. The adopted “aggregate” millage rate for all BCC taxing districts is 6.8931 mills, which represents a 9.62% increase over the current year “aggregate” rolled-back millage rate of 6.2880 mills.

Motion by Commissioner Lockhart, seconded by Commissioner Constantine, to adopt appropriate Resolution #2022-R-121, Millage Levy Resolution for FY 2022/23 inclusive of the millage rates announced, as described in the proof of publication.

Districts 1, 3, 4, and 5 voted AYE.

Motion by Commissioner Herr, seconded by Commissioner Lockhart, to adopt appropriate Resolution #2022-R-122, Budget Resolution for FY 2022/23, as described in the proof of publication.

Districts 1, 3, 4, and 5 voted AYE.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 5:44 p.m., this same date.
