BOARD OF COUNTY COMMISSIONERS

SEMINOLE COUNTY, FLORIDA

NOVEMBER 16, 2010

 

     The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 9:30 a.m., on Tuesday, November 16, 2010, in Room 1028 of the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

     Present:

     Chairman Bob Dallari (District 1)

     Vice Chairman Brenda Carey (District 5)

     Commissioner-elect John Horan (District 2)

     Commissioner Dick Van Der Weide (District 3)

     Commissioner-elect Carlton Henley (District 4)

     Clerk of Circuit Court Maryanne Morse

     Acting County Manager Joe Forte

     County Attorney Robert McMillan

     Deputy Clerk Eva Roach

 

     Chaplain Bob Gregory, Good News Jail & Prison Ministries, gave the Invocation.

     Commissioner Van Der Weide led the Pledge of Allegiance.

SEATING OF SEMINOLE COUNTY COMMISSIONERS

     Commissioner-elect John Horan, who was accompanied by his wife, Joette, came forward to be sworn in. 

     The Honorable Judge Clayton Simmons administered the Oath of Office to Commissioner John Horan.

     Commissioner Horan thanked everyone for helping him get elected and for believing in him.  He introduced those in attendance who deserve and will get recognition from him.  He thanked his son J.R. for working so hard in getting him elected.  He said he will do the best job he can.

     Commissioner-elect Carlton Henley, who was accompanied by his wife, came forward to be sworn in. 

     The Honorable Judge Donna McIntosh administered the Oath of Office to Commissioner Carlton Henley.

     Commissioner Henley stated he is honored to be allowed to serve for another four years.  He stated this Board has the same goal in mind and that is to provide, maintain and improve the quality of life for the people in Seminole County.  He added he believes that if they work together as a Board with staff and with the guidance from God, they will be able to meet the challenges that are out there.

     Chairman Dallari stated he would like to congratulate the two commissioners for being a part of this group and he believes there will be some great things happening on this Board.

REORGANIZATION OF THE BOARD

     The gavel was surrendered to County Attorney, Robert McMillan, to act as temporary Chairman to the BCC.  Mr. McMillan reminded that the nominations are not done by motion; the Board can just state their nomination.  He opened the floor for nominations for the Chairman of the BCC. 

     Commissioner Van Der Weide nominated Commissioner Carey for Chairman of the BCC for 2010/2011. 

     Motion by Commissioner Dallari, seconded by Commissioner Henley to move that the nominations be closed. 

     Districts 1, 2, 3, 4 and 5 voted AYE to close the nominations. 

     Districts 1, 2, 3, 4 and 5 voted AYE to elect Commissioner Carey as Chairman of the Board of County Commissioners for 2010/2011.

     Mr. McMillan advised that Commissioner Carey has unanimously been elected Chairman of the BCC for 2010/2011.  He passed the gavel to Commissioner Carey who assumed the position of Chairman. 

     Chairman Carey opened the floor for nominations for Vice Chairman of the BCC for 2010/2011. 

     Commissioner Van Der Weide nominated Commissioner Henley for Vice Chairman of the BCC for 2010/2011. 

     Commissioner Dallari moved that the nominations be closed. 

     Districts 1, 2, 3, 4 and 5 voted AYE to close the nominations. 

     Districts 1, 2, 3, 4 and 5 voted AYE to elect Commissioner Henley as Vice Chairman of the Board of County Commissioners for 2010/2011.

     Motion by Commissioner Van Der Weide, seconded by Commissioner Henley, to authorize Commissioner Dallari’s signature on payroll and other checks until the Clerk obtains the signature plate for the new chairman.

     Districts 1, 2, 3, 4 and 5 voted AYE.

DISTRICT COMMISSIONERS’ REPORTS

     Commissioner Henley stated in view of the recent news about the EPA rules and what the Congress of Regional Leaders is attempting to do with the water problems, he would like to schedule a work shop as soon as possible.

     Chairman Carey stated she is heading to the Florida Association of Counties Legislative Conference.  She stated she feels the EPA rulings will affect all counties in Florida and she believes there will be a great debate.  The Legislative Delegation is also holding a special session this morning.  She said staff can get that scheduled right away.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 9:47 a.m., this same date.
