The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS SPECIAL MEETING OF SEMINOLE COUNTY, FLORIDA, held at 1:34 p.m. on Tuesday, November 19, 2002, in the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.
Present:
Chairman Daryl McLain (District 5)
Vice Chairman Grant Maloy (District 1)
Commissioner Randy Morris (District 2)
Commissioner Dick Van Der Weide (District
3)
Commissioner Carlton Henley (District 4)
County Manager Kevin Grace
County Attorney Robert McMillan
Deputy Clerk Carylon Cohen
The Invocation was given by Pastor Stephen Binkley, Grace United Methodist Church, Lake Mary.
The
Honorable Judge Mark Herr led the Pledge of Allegiance.
Chairman
McLain announced this is a reorganizational meeting of the Board and the two
reelected Commissioners will be sworn in.
The
Honorable Judge Mark Herr administered the Oath of Office to Commissioner
Carlton Henley.
The
Honorable Judge Donna McIntosh administered the Oath of Office to Commissioner
Randy Morris.
County Attorney Robert McMillan assumed the position of Chairman. He stated the nominations do not require a motion or
a second to the nomination. He opened the floor for nominations at this time for Chairman of the BCC for Year 2002/2003.
Commissioner
Morris nominated Commissioner McLain as Chairman for a second year.
No
other nominations were made.
Motion
by Commissioner Henley, seconded by Commissioner Morris, to close the
nominations.
Districts 1, 2, 3, 4, and 5 voted AYE.
The
vote was taken for all those in favor of Commissioner McLain as Chairman of the
Board of County Commissioners for Year 2002/2003, with Districts 1, 2, 3, 4,
and 5 voting AYE.
Commissioner
McLain resumed the position of Chairman and opened the floor for nominations
for the position of Vice Chairman of the BCC for the Year 2002/2003.
Commissioner
Henley nominated Commissioner Morris for Vice Chairman.
Commissioner
Morris nominated Commissioner Maloy for Vice Chairman.
No
other nominations were made. Chairman
McLain closed the nominations.
The
vote was taken for Commissioner Morris as Vice Chairman with District 4 voting
AYE.
Commissioners
Maloy, Morris, Van Der Weide and McLain voted NAY.
The
vote was taken for Commissioner Maloy as Vice Chairman of the BCC for the Year
2002/2003 with Districts 1, 2, 3, 4, and 5 voting AYE.
Chairman
McLain expressed he is looking forward to another great year and feel they will
all perform their responsibilities on the Board well.
Commissioner
Henley wished Commissioner McLain well in his position. He said he thinks he performed well the first
time and good things have happened this past year in spite of them not being in
agreement all the time. He is looking
forward to the coming year.
Commissioner
Van Der Weide stated he has had the privilege of sitting as Chair four times
and Commissioners Henley and Morris have also sat in that position. He congratulated and thanked Commissioner
McLain. He said he thinks the job he
did last year was probably the best witnessed of anybody who has served. He is looking for an equal performance this
year.
Chairman
McLain commented that he will do his best.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 1:42 p.m., this same date.
