BOARD OF COUNTY COMMISSIONERS

SEMINOLE COUNTY, FLORIDA

NOVEMBER 20, 2018

 

     The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 9:30 a.m., on Tuesday, November 20, 2018, in Room 1028 of the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

     Present:

     Vice Chairman Lee Constantine (District 3)

     Commissioner Robert Dallari (District 1)

     Commissioner-elect Jay Zembower (District 2)

     Commissioner-elect Amy Lockhart (District 4)

     Commissioner Brenda Carey (District 5)

     Clerk of Circuit Court Grant Maloy

     County Manager Nicole Guillet

     County Attorney Bryant Applegate

     Deputy Clerk Jane Spencer

 

     Pastor Andy Searles, Our Church Together, Casselberry, gave the Invocation.  Commissioner Dallari led the Pledge of Allegiance.

SEATING OF SEMINOLE COUNTY COMMISSIONERS

     Commissioner-elect Jay Zembower, who was accompanied by his daughter, Brittany Zembower, came forward to be sworn in. 

     The Honorable Judge John Galluzzo administered the Oath of Office to Commissioner Jay Zembower.

     Commissioner Zembower thanked everyone for their support.  The Commissioner stated he is looking forward to doing good work for the County, taking the County in a new direction, and keeping the quality of life they have all enjoyed and want to maintain for many years.  He appreciates everyone taking valuable time out of their schedules to be here and he looks forward to working with everyone.

     Commissioner-elect Amy Lockhart, who was accompanied by her husband, Tim Lockhart, came forward to be sworn in. 

     The Honorable Judge Mark Herr administered the Oath of Office to Commissioner Amy Lockhart.

     Commissioner Lockhart stated that she is incredibly moved that so many people are here today to celebrate with her.  The Commissioner talked about her journey from when she stood at the podium as a Seminole County citizen and addressed the Board almost 16 years ago through the amazing adventure she has had at the School Board.  Commissioner Lockhart remarked that she is excited to be serving with this Board and believes there are so many great things that they will do together for the citizens of this community and for the employees.  She thanked everyone for their support.

REORGANIZATION OF THE BOARD

     The gavel was surrendered to County Attorney Bryant Applegate to act as temporary Chairman to the BCC.  Mr. Applegate opened the floor for nominations for the Chairman of the BCC. 

     Commissioner Dallari nominated Commissioner Carey for Chairman of the BCC for 2018/2019. 

     When asked by Mr. Applegate if there were any more nominations, Commissioner Constantine remarked that the County is at a crossroad and talked about how they need to change the culture of the County.  He talked about his past experience and nominated himself for Chairman.  

     After confirming there were no other nominations, Mr. Applegate explained they will vote in the order of the nominations and asked that all in favor of Commissioner Carey being the next Chairman say aye.

     Districts 1, 2, 4, and 5 voted AYE to elect Commissioner Carey as Chairman of the Board of County Commissioners for 2018/2019.  Commissioner Constantine voted NAY.

     Mr. Applegate passed the gavel to Commissioner Carey who assumed the position of Chairman. 

     Chairman Carey opened the floor to nominations for Vice Chairman, and Commissioner Lockhart nominated Commissioner Zembower for Vice Chairman.  Chairman Carey closed the floor to nominations and announced that Commissioner Zembower is Vice Chairman of the Board of County Commissioners for 2018/2019.

     Motion by Commissioner Dallari, seconded by Commissioner Lockhart, to accept the Chairman’s signature on all documents including the necessary bank cards and statements.

     Districts 1, 2, 3, 4, and 5 voted AYE. 

     Chairman Carey requested the Commissioners provide to her office the top three committees that they would like to serve on.  She stated she will be getting the committee appointments done and circulating that out and would like to know where the Commissioners’ interests lie.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 9:50 a.m., this same date.
