NOVEMBER 21, 2000

The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 1:35 p.m. on Tuesday, November 21, 2000, in the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

Present:

Chairman Carlton Henley (District 4)

Vice Chairman Grant Maloy (District 1)

Commissioner Randy Morris (District 2)

Commissioner Dick Van Der Weide (District 3)

Commissioner Daryl McLain (District 5)

County Manager Kevin Grace

County Attorney Robert McMillan

Deputy Clerk Carylon Cohen

Pastor Clade Blackwell, First Baptist Church of Oviedo, gave the Innovation.

Chairman Henley led the Pledge of Allegiance.

SEATING OF SEMINOLE COUNTY COMMISSIONERS

Chairman Henley stated the purpose of the meeting is for the seating of the County Commissioners just reelected.

Commissioner-elect Grant Maloy and his family came forward. The Honorable Judge Tom Freeman administered the Oath of Office to Commissioner Maloy.

Commissioner-elect Daryl McLain and Sanford Mayor Larry Dale came forward. The Honorable Judge Alan Dickey administered the Oath of Office to Commissioner McLain.

Commissioner-elect Dick Van Der Weide and Mrs. Van Der Weide came forward. The Honorable Judge Tom Freemen administered the Oath of Office to Commissioner Van Der Weide.

REORGANIZATION OF BOARD FOR 2000/2001

Chairman Henley passed the gavel to County Attorney Robert McMillan to conduct the election of Chairman and Vice Chairman.

Mr. McMillan asked for nominations for Chairman of the Board of County Commissioners for 2000/2001.

Commissioner Morris nominated Carlton Henley for Chairman.

Commissioner McLain nominated Dick Van Der Weide for Chairman.

No other nominations were made.

Motion by Commissioner McLain, seconded by Commissioner Maloy, to close the nominations.

Districts 1, 2, 3, 4, and 5 voted AYE.

Commissioners Henley and Morris voted for Commissioner Henley as Chairman.

Commissioners Van Der Weide, McLain, and Maloy voted for Commissioner Van Der Weide as Chairman. Whereupon, Mr. McMillan passed the gavel to Commissioner Van Der Weide to assume the duties of Chairman of the Board of County Commissioners for 2000/2001.

Motion by Commissioner Morris, seconded by Commissioner McLain, to make unanimous the election of Commissioner Van Der Weide as Chairman of the Board of County Commissioners for 2000/2001.

Districts 1, 2, 3, 4, and 5 voted AYE.

Chairman Van Der Weide asked for nominations for Vice Chairman of the Board of County Commissioners for 2000/2001.

Commissioner Henley nominated Commissioner Morris.

No other nominations were made.

Motion by Commissioner McLain, seconded by Commissioner Maloy, to close the nominations.

Districts 1, 2, 3, 4, and 5 voted AYE.

The unanimous consensus of the Board was to elect Commissioner Morris as Vice Chairman of the Board of County Commissioners for 2000/2001.

COUNTY MANAGER

Mr. Grace advised the Board needs to authorize Commissioner Henley to continue to sign the payroll until such time as the new signatures are obtained.

Motion by Commissioner Morris, seconded by Commissioner McLain, to authorize Commissioner Henley to continue to sign the payroll until such time as new signatures are obtained.

Under discussion, Commissioner Henley corrected the motion to read his signature plate would continue to be used. Commissioner Morris noted the correction.

Districts 1, 2, 3, 4, and 5 voted AYE.

There was no further business to come before the Board.

Motion by Commissioner McLain, seconded by Commissioner Henley, to adjourn the meeting at 1:48 p.m., this same date.
