BOARD OF COUNTY COMMISSIONERS

SEMINOLE COUNTY, FLORIDA

NOVEMBER 27, 2012

 

     The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF SEMINOLE COUNTY, FLORIDA, held at 9:00 a.m., on Tuesday, November 27, 2012, in Room 1028 of the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

     Present:

     Commissioner-elect Brenda Carey (District 5)

     Vice Chairman Carlton Henley (District 4)

     Commissioner-elect Bob Dallari (District 1)

     Commissioner-elect Lee Constantine (District 3)

     Commissioner John Horan (District 2)

     Clerk of Circuit Court Maryanne Morse

     County Manager Jim Hartmann

     County Attorney Bryant Applegate

     Deputy Clerk Eva Roach

 

     Dr. Walt Person, Church of Christ, Sanford, gave the Invocation.

     Commissioner Horan led the Pledge of Allegiance.

SEATING OF SEMINOLE COUNTY COMMISSIONERS

     Commissioner-elect Bob Dallari, who was accompanied by his father, Al Dallari, came forward to be sworn in. 

     The Honorable Judge Donna McIntosh administered the Oath of Office to Commissioner Bob Dallari.

     Commissioner Dallari thanked everyone for their loyal support and hard work in helping him to be successful.  He also thanked County staff as well as his fellow commissioners for their hard work.

     Commissioner-elect Lee Constantine, who was accompanied by his mother, Maryann Lansing, came forward to be sworn in. 

     The Honorable Judge Belvin Perry administered the Oath of Office to Commissioner Lee Constantine.

     Commissioner Constantine stated this is a wonderful day for him, his family and friends and he thanked everyone for taking the time for being here today.  He promised and pledged that he will do the very best job for Seminole County.

Commissioner-elect Brenda Carey, who was accompanied by her husband, Fairley Carey, came forward to be sworn in. 

     The Honorable Judge Alan Dickey administered the Oath of Office to Commissioner Brenda Carey.

     Commissioner Carey thanked her family and friends for being here today.  She stated she has lived in Seminole County for over 55 years and she is looking forward to continuing to work with her constituents, friends and County staff.

REORGANIZATION OF THE BOARD

     The gavel was surrendered to County Attorney, Bryant Applegate, to act as temporary Chairman to the BCC.  Mr. Applegate opened the floor for nominations for the Chairman of the BCC. 

     Commissioner Carey nominated Commissioner Dallari for Chairman of the BCC for 2012/2013. 

     Motion by Commissioner Henley, seconded by Commissioner Carey to move that the nominations be closed. 

     Districts 1, 2, 3, 4 and 5 voted AYE to close the nominations.    

Districts 1, 2, 3, 4 and 5 voted AYE to elect Commissioner Dallari as Chairman of the Board of County Commissioners for 2012/2013.

     Mr. Applegate advised that Commissioner Dallari has unanimously been elected Chairman of the BCC for 2012/2013.  He passed the gavel to Commissioner Dallari who assumed the position of Chairman.

     Chairman Dallari thanked the Board for this honor and stated he would also like to thank Commissioner Carey for her two years of service as chairman as she has done a phenomenal job. 

     Commissioner Henley stated he would like to thank Commissioner Carey for her leadership as she has done a tremendous job in serving this county and he is very confident that Commissioner Dallari will do an excellent job as well.  He said he has no doubt that Seminole County is in good hands and will be able to meet the challenges as long as they have unity and purpose and they are willing to work together.  He added he is confident in the leadership of his colleagues in making this county the best to live, work and play. 

     Chairman Dallari opened the floor for nominations for Vice Chairman of the BCC for 2012/2013. 

     Commissioner Carey nominated Commissioner Horan for Vice Chairman of the BCC for 2012/2013. 

     Motion by Commissioner Henley, seconded by Commissioner Carey to move that the nominations be closed. 

     Districts 1, 2, 3, 4 and 5 voted AYE to close the nominations.

     Districts 1, 2, 3, 4 and 5 voted AYE to elect Commissioner Horan as Vice Chairman of the Board of County Commissioners for 2012/2013.

     Commissioner Horan stated he appreciates the opportunity to serve.  He stated this Board is a team and they work together to try to serve the citizens of Seminole County.  He thanked Commissioner Carey for keeping everything in line and on track and stated he really enjoys the opportunity for serving on this board. 

     Commissioner Carey stated she has been on this board for eight years and it is all about the commissioners having leadership positions on this board.  She thanked everyone for having confidence in her over the years and she is looking forward to continue working with the commissioners.

     Motion by Commissioner Henley, seconded by Commissioner Horan to authorize Commissioner Carey to sign the payroll and other checks until the Clerk obtains the signature plate for the new chairman.

     Districts 1, 2, 3, 4 and 5 voted AYE

     Commissioner Constantine reiterated that he is looking forward to working with the Board.  He thanked everyone for working so hard on his campaign and he is looking forward to meeting the citizens’ expectations.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 9:20 a.m., this same date.
