SPECIAL MEETING

The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS SPECIAL MEETING OF SEMINOLE COUNTY, FLORIDA, held at 9:07 a.m. on Friday, May 28, 1999, in the SEMINOLE COUNTY SERVICES BUILDING at SANFORD, FLORIDA, the usual place of meeting of said Board.

Present:

Chairman Carlton Henley (District 4)

Vice Chairman Grant Maloy (District 1)

Commissioner Randy Morris (District 2)

Commissioner Dick Van Der Weide (District 3)

Commissioner Daryl McLain (District 5)

County Attorney Robert McMillan

The Chairman suggested the Board take a few minutes to share what each Commissioner is looking for in a County Manager. He stated he is looking for a person who is decisive in decision-making and for an individual who can fit in. He said that in looking at the candidates' backgrounds, he believes all are knowledgeable about the job. He further said that he wants a person who is able to motivate people and build confidence within the staff and work in harmony. He stated he feels it is important for the individual to be able to communicate well and to make himself known in the community.

Commissioner Morris agreed with the Chairman, stating he is looking for someone to not necessarily relate to him personally (because commissioners come and go); but for a person who has a

clear vision for the future of where the County is and to be able to communicate that vision.

Commissioner McLain stated the Chairman and Commissioner Morris covered his desires with regard to the type of county manager he is looking for.

Commissioner Maloy stated some of the things he is looking for is a business sense approach to government, fiscally conservative, honesty, integrity, keeping the Board focused on priorities, and leading staff through example. He added that in interviewing each candidate, he would be happy to work with any of them; however, a couple individuals stood out more than others.

Commissioner Van Der Weide stated he believes the Board needs to congratulate each other on the process in general. He said Mr. Slavin has delivered candidates that are qualified. He further said his biggest goal is to make sure the County has a County Manager who is qualified having proved it from his past experience, knows the job, and has the education to fit the job. He stated he believes it is important to have a County Manager who functions as the chief operating officer, remembering the Board takes the position of policy-maker.

Upon inquiry by Commissioner Maloy, Bob Slavin, Slavin Management Consultants, addressed the Board to advise in every case where a candidate was asked to leave a job, it was for political reasons.

Information packet provided by Slavin Management Consultants was received and filed.

Sam Ackley addressed the Board at 9:19 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 9:30 a.m.

Barry Evans addressed the Board at 9:31 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 9:40 a.m.

Steve Garman addressed the Board at 9:43 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 10:11 a.m.

The Chairman recessed the meeting at 10:11 a.m., and reconvened it at 10:26 a.m.

Kevin Grace addressed the Board at 10:26 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 10:41 a.m.

Robert Hendrix addressed the Board at 10:42 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 11:11 a.m.

Robert Koncar addressed the Board at 11:12 a.m., with an opening statement. A question and answer period ensued and the interview was concluded at 11:35 a.m.

Randall Reid addressed the Board at 11:47 a.m., with an opening statement. A question and answer period ensued and the interview concluded at 12:25 a.m.

County Attorney, Robert McMillan, requested Commissioners write on the back of their business cards their number one choice for County Manager. The cards were given to Mr. McMillan and he noted the results as follows:

Commissioner Maloy - Kevin Grace

Commissioner Morris - Randall Reid

Commissioner Van Der Weide - Kevin Grace

Commissioner Henley - Kevin Grace

Commissioner McLain - Randall Reid

Commissioners wrote down their number two choice for county manager and passed their business cards to Mr. McMillan. The results were as follows:

Commissioner Maloy - Robert Hendrix

Commissioner Morris - Randall Reid

Commissioner Van Der Weide - Steve Garman

Commissioner Henley - Randall Reid

Commissioner McLain - Randall Reid

Commissioners wrote down their number three choice for County Manager and passed their business cards to Mr. McMillan. The results were as follows:

Commissioner Maloy - Robert Hendrix

Commissioner Morris - Robert Koncar

Commissioner Van Der Weide - Steve Garman

Commissioner Henley - Steve Garman

Commissioner McLain - Robert Koncar

Mr. McMillan advised there is not a majority for the number three-ranked position. Whereupon, Commissioner Maloy advised he will amend his choice to Robert Koncar.

Commissioners' business cards were received and filed.

Mr. McMillan advised the ranking is as follows: #1 - Kevin Grace; #2 - Randall Reid; and #3 - Robert Koncar. He asked for a motion to ratify the ranking and authorize negotiations for a contract.

Motion by Commissioner McLain, seconded by Commissioner Van Der Weide to ratify the ranking for County Manager as follows: #1 - Kevin Grace; #2 - Randall Reid; and #3 - Robert Koncar; and to authorize negotiations for a contract.

Districts 1, 2, 3, 4 and 5 voted AYE.

Mr. McMillan advised he anticipates bringing back a contract for Board consideration at the June 8, 1999 meeting.

There being no further business to come before the Board, the Chairman declared the meeting adjourned at 12:36 p.m., this same date.
