The following is a non-verbatim transcript of the BOARD OF COUNTY COMMISSIONERS MEETING OF
SEMINOLE COUNTY, FLORIDA, held at 7:00 p.m., on Wednesday, September 12,
2012, in Room 1028 of the SEMINOLE
COUNTY SERVICES BUILDING at SANFORD,
FLORIDA, the usual place of meeting of said Board.

Commissioner Dallari led the Pledge of Allegiance.
PUBLIC HEARING
TENTATIVE FY 2012/2013 BUDGET
Chairman Carey announced that the Board of County
Commissioners does not have any control over the tax levies and budgets of the
School Board, the Water Management District, or any of the seven cities in
Seminole County. Questions regarding
property assessed valuations should be addressed to the Property Appraiser’s
Office and representing that office tonight is Sally Sheibenberger, who is
present. The Board of County
Commissioners has limited authority over the budgets of the Constitutional
Officers of the County which include the Clerk of the Circuit Court, the Property
Appraiser, the Sheriff, the Supervisor of Elections and the Tax Collector. She advised how the budgets for the Constitutional
Officers are reviewed and approved. She
stated that by Florida law, two public hearings must be held before adopting
the final millage rates and annual budget for Seminole County. The purpose of this first public hearing is
to take comments regarding the proposed millage rates and budget, amend the
budget as desired by the Board and tentatively adopt the millage rates and
budget of the County for FY 2012/13.
Lin Polk,
Budget Manager, addressed the Board to state that the proposed budget for FY
2012/13 is outlined in the First Public Hearing document (copy received and
filed) which was previously distributed to the Board and made available for
public review on the County’s website (www.seminolecountyfl.gov).
Ms. Polk displayed and reviewed a
PowerPoint Presentation (copy received and filed) covering the following
topics: Budget Development, Proposed
Budget Summary (total countywide proposed budget of $766,507,862);
Appropriations by Service Area; Millage Rate Summary; 2012 Change in Taxable
Valuation; and Property Tax Revenue.
No one
spoke in support or in opposition.
Motion by Commissioner Henley, seconded
by Commissioner Dallari, to adopt the FY 2012/13 countywide tentative millage
rate of 4.8751 mills.
Districts

Commissioner Dallari, seconded by Commissioner Henley, to adopt the FY 2012/13
Fire MSTU tentative millage rate of 2.3299 mills.

Commissioner Horan, seconded by Commissioner Dallari, to adopt the FY 2012/13
Unincorporated Road MSTU tentative millage rate of 0.1107 mills.
District 1, 2, 3, 4 and 5 voted

Commissioner Horan, seconded by Commissioner Dallari, to adopt the FY 2012/13
Voted Debt Service tentative millage rate of 0.1700 mills.

At the
request of Chairman Carey, Cecelia Monti, Revenue Administration Financial
Administrator, read the established millage rates into the public record as
follows: The tentatively-approved
countywide millage rate of 4.8751 mills is a statutory tax decrease of 1.53%
from the rolled-back rate of 4.9508 mills.
The tentatively-approved Fire MSTU millage rate of 2.3299 mills is a
statutory tax decrease of 1.4% from the rolled-back rate of 2.3631 mills. The tentatively-approved Unincorporated Road
District MSTU millage rate of 0.1107 mills is a statutory tax decrease of 1.6%
from the rolled-back rate of 0.1125 mills. The FY 2012/13 tentatively-approved Natural
Lands/Trails Voted Debt Service millage rate of 0.1700 mills remains unchanged
from the current year tax rate. The
proposed “aggregate” millage rate (exclusive of Voted Debt Service millage) is
6.5156 mills, which represents a 2.14% decrease from the current year
“aggregate” rolled-back rate of 6.6583 mills.
Motion by Commissioner Dallari,
seconded by Commissioner Horan, to approve the proposed budget for all funds
for FY 2012/13 as originally presented to the Board of County Commissioners by
the County Manager in official capacity as Budget Officer and subsequently
adjusted as the tentative budget of the Board of County Commissioners.

Chairman Carey announced that the final public hearing to adopt
the FY 2012/13 millage rates and budget is scheduled for September 25, 2012 at
7:00 p.m.
Motion by Commissioner Henley, seconded by Commissioner Dallari, to approve the
second public hearing to take final action on the millage rates and budget for
FY 2012/13, scheduled for September 25, 2012 at 7:00 p.m. in Room 1028 of the Board
of County Commissioners’ Chambers, and authorize staff to advertise the public
hearing pursuant to Florida Statutes.
